INTERNATIONAL ADOPTIONS
Grace plays a very important role in the placement of a child who is an
orphan in another country with an adoptive family in Arkansas. Many
people seeking to adopt internationally decide to use the services of
agencies that are not located, or licensed, in Arkansas. Grace
Adoptions has good working relationships with over 25 agencies that are
licensed in different states and that have international adoption
programs in many countries. Most of these agencies are Hague
accredited. Regarding adoptions from a Hague country, Grace is
considered an exempt agency, which means that the functions Grace
performs do not require Hague accreditation. When Arkansas residents
contract with one of these agencies that are outside the state of
Arkansas for child placement services, Grace may fulfill some, or all of
the responsibilities listed below.
Performing a home study and report on prospective adoptive parent(s).
Making a non-judicial determination of a child’s best interests and
of the appropriateness of an adoptive placement (very rarely happens).
Monitoring a case after a child has been placed with prospective
adoptive parent(s) until the monitoring requirements of the child’s
country of origin have been satisfied.
Assuming custody of
a child and providing childcare or any other social service, when
necessary because of a disruption pending alternative placement.
This function is dependent on the specific circumstances of the
disruption and the interagency agreement that exists with the
child-placing agency that arranged the adoption in the foreign country.
In an international adoption Grace has four responsibilities:
An agency that is not a licensed child placement agency in Arkansas, but
is licensed in another state and has international programs has three
responsibilities:
Identifying a child for adoption.
Verifying the child’s orphan
status.
Arranging an adoption in the country of origin, if
possible (a few countries do not permit foreigners to adopt children in
the country of origin but will consent to a guardianship and require the
adoption be finalized in the adoptive parents’ home country).
If the adoption occurs in a Hague country the above noted agency must be
Hague accredited and must supervise the entire adoption process,
including final approval of the home study that is prepared.
I’m happy to say that Grace has never had to remove a child
from a disrupted adoptive placement.
Grace does, however, perform the home study, occasionally may
make non-judicial determinations regarding the child’s best interests
(usually paperwork for re-adoption process), and monitor the placement
until the reporting requirements of the child’s country of birth have
been satisfied. Grace will
also guide Arkansas residents through:
The dossier compilation process, which includes the
approval process with the United States Citizenship and Immigration
Services.
The certification or apostille
process with the Arkansas Secretary of State.
The Recognition of Foreign Adoption Decree (called
Re-adoption in some states).
